Comprehensive Action for Climate Change Initiative (CACCI)
The Comprehensive Action for Climate Change Initiative (CACCI), launched at the 2021 United Nations Climate Change Conference (COP26), partners with key stakeholders, researchers and policymakers at the country level to create actionable programs and policies to mitigate and adapt to climate change. For those countries who have ratified the Paris Agreement, their Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs)will outline plans and goals. CACCI is designed to support nations in their implementation of NDCs and NAPs through technical and analytical support, capacity development, and inclusive and evidence-based policy dialogue. CACCI aims to help achieve a critical mass of countries able to respond to their commitments under the Paris Agreement, thus promoting household and community level resilience and robust inclusive growth. CACCI WORKS THROUGH AND STRENGTHENS LOCAL POLICY SYSTEMS
Climate change action will endure and be effective only if those affected by it feel that they own it. CACCI works through established regional organizations with strong networks at national level. Through this structure, it engages with local stakeholders and works through existing policy processes. In doing so, it helps clarify ambitions and set policy agendas, strengthens human and institutional capacity, facilitates policy-and program implementation, and improves the tracking of progress against defined targets. The result is strengthened system-wide capacity to design and implement climate change actions that are inclusive, based on strong data and evidence, and informed by the bio-physical, political, and social realities in that country.
CACCI STRENGTHENS LOCAL CAPACITY TO USE DATA AND EVIDENCE
CACCI works primarily through applied policy research organizations. These organizations’ DNA is to identify, generate, and use data and evidence to design effective policies and programs. Combining the capacities of regional and national organizations, data-intensive modeling evaluates alternative mitigation and adaptation pathways and related policy options. By embedding these activities within existing policy processes and engaging a broad range of stakeholders, less quantifiable aspects such as the social and political feasibility of alternative policies are considered. The outcome is a set of technically, politically, and socially feasible policies and investments to drive mitigation and adaptation.
CACCI also helps define workable indicators of progress on policy implementation, GHG emissions, and livelihood protection and develops online platforms to track these. Together, the collaborative ex-ante consideration of alternative policies and investments, and the systematic monitoring of progress, ensure effective policy and program design, monitoring and evaluation, and adjustment as needed over time.

CACCI Timeline
CACCI was first launched in 2021 as the Comprehensive Africa Climate Change Initiative. After initial successes using CACCI processes and capacity building techniques. the program was expanded to encompass more than the African continent. CACCI became the Comprehensive Action for Climate Change Initative with three regions, CACCI-Africa, CACCI-Asia, and CACCI-LAC.

CACCI-Tajikistan was launched on January 25th in partnership with Tajikistan’s NDC Secretariat, a unit of the Committee for Environmental Protection (CEP).
CACCI-Rwanda was officially launched, led by CACCI institutional partner AKADEMIYA2063 in collaboration with country partners, Rwanda Environmental Management Agency and the Ministry of Environment (MOE).
At COP27, Administrator Samantha Power announced the global expansion of the Comprehensive Action for Climate Change Initiative, a USAID effort to provide technical assistance to countries in support of their climate goals.
In partnership with AKADEMIYA2063, CACCI-Senegal was publicly launched on October 17.
