April 2023
- CACCI Field Notes Series AKADEMIYA2063 is preparing a series of CACCI Field Notes which will disseminate analytical outputs from CACCI. The first two issues, presenting the Rwanda Integrated Results Framework and a report on forest cover dynamics in Rwanda, are currently being finalized.
- (CACCI) Pilot Outreach Event convened by the Institute of Statistical, Social, and Economic Research (ISSER) and the Africa Network of Agricultural Policy Research Institutes (ANAPRI). The April 25 event set out to showcase the CACCI pilot program in Ghana. The session provided a platform to highlight CACCI-Ghana initiatives, with interventions from stakeholders from the African Union Commission (AUC), Ghana’s Ministry of Environment, Science, Technology, and Innovation (MESTI), AKADEMIYA2063, Michigan State University (MSU), and the US Agency for International Development (USAID). Dr. Getaw Tadesse, Director of Operational Support at AKADEMIYA2063, shared remarks on CACCI implementation in Rwanda and Senegal. Suresh Babu co-organized and participated in a CACCI-Asia panel during the global outreach event.
- On April 12 and April 20, AKADEMIYA2063 met with the Ministry of Environment (MoE) to review Rwanda’s current environment- and climate-related M&E systems and discuss data collection for the indicators identified in the IRF. It was suggested to integrate the platforms currently being used by the MoE and REMA as well as the additional indicators proposed in the IRF to result in a comprehensive data repository. Further discussions are in progress.
- On April 25–27, AKADEMIYA2063 participated in the Training and Validation Workshop for Developing Rwanda’s Emission Carbon Trading and Readiness Framework under the Article 6 of Paris Agreement, organized by REMA and the United Nations Development Programme (UNDP).
- AKADEMIYA2063 has carried out and submitted stakeholder mapping analysis for both Senegal and Rwanda, identifying and categorizing major CACCI stakeholders in the public and private sectors, civil society, and academia.
- On April 13, in Senegal, AKADEMIYA2063 met with the Directorate of the Environment and Listed Establishments (DEEC) within the Ministry of Environment and Sustainable Development to discuss activities being carried out under CACCI.
- The Ecological Monitoring Center (Centre de Suivi Ecologique—CSE), AKADEMIYA2063’s main partner in Senegal, has prepared a draft country profile summarizing the institutional and policy environment for climate action in Senegal as well as a document synthesizing adaptation actions in different sectoral policies and plans. AKADMIYA2063 and CSE are currently finalizing the country profile and adaptation synthesis documents. An Integrated Results Framework for Senegal is also under development.
- AKADEMIYA2063 is currently refining ex-ante analysis previously conducted for Senegal on the impacts of different climate adaptation pathways.
- The Zambia CACCI technical team (comprising technical staff from Ministry of Green Economy and Environment and IAPRI) met the Consultant developing the NDC Result Framework on April 12th, 2023 and provided input in the costing of activities in the NDC under the agricultural sector. The NDC Framework and its costing was presented at the validation workshop slated for April 25, 2023.
- Zambia CACCI technical team participated in the validation of the NDC implementation framework for Zambia. The validation workshop was organized by the Ministry of Green Economy and Environment on April 25, 2023 with financial support from Zambia Environmental Management Agency (ZEMA).
- The CACCI-Zambia technical team participated virtually, in the pre-scoping mission for the nature, people, and climate investment program hosted by the Ministry of Green Economy and Environment on 18th April, 2023.
- The Zambia CACCI technical team participated virtually, in the Ghana CACCI launch and outreach event that was held from April 24 – 25, 2023 in Ghana.
- The Zambia and Ghana CACCI technical teams attended a meeting on April 24th, 2023 in which the teams presented the proposed methodology for the Climate Mitigation and Adaption Pathways Reports to the CACCI Advisor, Professor Thom Jayne, for his feedback.
- The CACCI technical team participated in the review of the Zambia Feed the Future (FtF) implementation plan and selection of FtF zone of influence. The meeting was organized by USAID Zambia mission on April 27, 2023 in Lusaka.
March 2023
- On March 16, AKADEMIYA2063 and USAID met with the Rwanda Green Fund (FONERWA) and the Ministry of Environment (MoE). FONERWA and MoE requested analytical support to inform the design of investment programs to implement themes 3 and 4 of the Green Growth and Climate Resilience Strategy (GGCRS), which serves as Rwanda’s National Adaptation Plan (NAP). AKADEMIYA2063 is currently developing a concept note outlining the proposed analytical support.
- In Zambia, IAPRI team participated in an engagement meeting of the National Charcoal Taskforce (NCTF) sub-committee Chairpersons where IAPRI is chairing the sustainable charcoal production sub-committee. The NCTF is coordinated and hosted by the USAID’s supported Alternatives to Charcoal (A2C) project. The meeting was held at A2C offices on 1st March 2023. The meeting was held to get updates on progress made by each sub-committee and to also develop a work plan for the NCTF for 2023.
- The Zambia CACCI technical team participated in the workshop to validate the revised Monitoring, Evaluation, and Learning System framework for the National Adaptation Plan (NAP) process in Zambia. The workshop was held on March 15th, 2023 at Ibis Gardens in Chibombo district.
- The Zambia CACCI technical team conducted a survey on some members of the Technical Working Committee on Climate Change to assess their Capacity Building Needs on NDCs and NAP under the CACCI Project. The exercise was conducted from 9th to 23rd March, 2023. The input from this activity will feed in the Capacity Needs Assessments Report for Zambia under the CACCI Project.
- IAPRI took part in the commemoration of the International Day of Forests themed, Forest and Health and Launch of the African Forest Landscape Restoration Initiative (AFR100) in Zambia on March 21st, 2023 at Kenneth Kaunda International Conference in Lusaka. The Initiative targets to plant four million trees across the country especially in degraded areas where trees have been cut. The tree restoration process is one of the natural climate solutions used to reduce the impact of desertification, as well as supporting ecosystems and assisting in removing CO2 from the atmosphere.
- Suresh Babu gave an in-person presentation on Climate Change and Food Systems: From Research to action at the 11th Asian Society of Agricultural Economists International Conference (ASAE) meetings on Mar 18, 2023, in Tokyo, Japan. The conference provided a platform for academics, policymakers, professionals, and specialists from public and private sectors to discuss climate change issues and the way forward.
- At the ASEAN-CRN Knowledge Exchange Event and Partners Meeting, Suresh Babu presented How climate change and agriculture initiatives are trying to reverse global warming and adapt to impacts of climate change possible priorities on Mar 28, 2023. The key objectives of the meeting were:
- To enhance understanding of utilization of agromet, climate information services and digitalization of information as well as potential use of agro-insurance in accessing loss and damage funds;
- To increase knowledge on how agriculture can help achieve national climate targets; and
- To identify potential collaborations among partners of ASEAN-CRN. Participants included ASEAN-CRN members, international development organizations, and CSO and NGO partners.
- Suresh Babu met with the director and researchers from the Pacific Centre for Environment and Sustainable Development (PaCE-SD) at the University of the South Pacific in Fiji in March 2023, to explore opportunities under CACCI Asia. He also met with the Dean of the Faculty of Agriculture, Environment and Sustainability for developing regional collaborative agreement for joint analysis and capacity development.
- Suresh Babu gave a Special lecture Climate Change, Agriculture and Food Systems: Global Lessons at the Vellore Institute of Technology (VIT), India on Mar 30, 2023.
- Suresh Babu met with colleagues from ASEAN HQ in Indonesia in March 2023, to discuss potential collaboration under CACCI Asia.
- Suresh Babu met with staff of USAID Uzbekistan’s Agribusiness Development Activity in Uzbekistan in March 2023, to discuss potential collaboration opportunities under CACCI Asia. Also in Central Asia, discussions were held with CACCARI.
February 2023
- USAID Climate Mainstreaming Conference The February 27 session provided insights on how USAID is supporting countries to achieve their ambitions under the Paris Agreement, to enhance understanding of the value of NAPs and NDCs, learn from stakeholders’ experience, and discover opportunities to promote harmonized approaches to implementation. Dr. Getaw Tadesse, Director of Operational Support at AKADEMIYA2063, participated as a panelist in a session entitled National Adaptation Plans (NAPs) and Nationally Determined Contributions (NDCs): Programming to support country priorities.
- ISSER team met with Policy Link Climate Change lead in Ghana to clarify operational procedures and action plan for implementation of NDCs and NAPs.
- Research fellows participated in joint training organized by the Ghana Statistical Service, IFPRI, and ISSER to update Ghana’s Social Accounting Matrix, last updated in 2015 to provide critical data for Computable General Equilibrium(CGE) modelling.
- The Rwanda Integrated Results Framework Validation Workshop was organized on Feb. 28 by AKADEMIYA2063 and the Rwanda Environmental Management Authority (REMA). Other attendees included the Ministry of Environment, the Rwanda Water Board, the Rwanda Forestry Authority, the Institute of Policy Analysis and Research (IPAR), the Ministry of Emergency Management, and the Rwanda Space Agency. Participants discussed the draft Integrated Result Frameworks (IRF) and key performance indicators prepared by AKADEMIYA2063 for tracking progress in Rwanda’s mitigation and adaption ambitions and commitments.
- In Rwanda, AKADEMIYA2063 revised the IRF based on feedback received during and after the workshop. A data collection tool to collect data from Ministries, agencies and other secondary sources has been developed.
- IAPRI and Ministry of Green Economy and Environment (MGEE) signed a memorandum of understanding (MoU) with IAPRI. MoU covers collaboration with the Ministry on broad areas of climate change. MoU facilitated by CACCI support to Zambia.
- The CACCI-Asia team met with Dr. Ravi Kota, Economics Minister at the Indian Embassy to discuss climate change related collaboration opportunities under CACCI-Asia.
- Communications were initiated with Ruslan Iliasov, NDC focal point in Kyrgyzstan, to discuss collaboration under CACCI-Asia.
January 2023
- In the last week of January, the CACCI-Ghana team, consisting of ISSER in collaboration with Policy Link, met with the Ministry of Environment, Science, Technology and Innovation (MESTI) to discuss modalities through which the Ministry and other agencies could be involved in CACCI and other working groups surrounding climate change.
- CACCI-Rwanda was officially launched, led by CACCI institutional partner AKADEMIYA2063 in collaboration with country partners, Rwanda Environmental Management Agency and the Ministry of Environment (MOE) on January 12, 2023. The Rwanda Launch event was well attended. Participants included

- The Zambia country CACCI Technical Team from IAPRI and MGEE met on January 31, 2023 for a full day meeting to refine and finalize the country workplan, draft the country profile report and the NDC and NAP stakeholder map.
- CACCI-Asia team met with colleagues from the Agricultural Policy Support Unit, Ministry of Agriculture, Bangladesh; Global Center on Adaptation, Bangladesh; Bangladesh Agricultural Research Council; and BIMSTEC.
CACCI Updates — 2022
December 2022
- On December 7 in Kigali, Rwanda, AKADEMIYA2063 and the REMA held a half-day technical planning meeting. Experts from the two organizations discussed the draft Rwanda Results Framework and performance tracking indicators, as well as methodologies for measuring greenhouse gas emissions and reporting to the UNFCCC. The current draft results framework reviews goals and objectives from several of Rwanda’s climate-related strategy documents and proposes a logframe for Rwanda’s NDC and NAP, with inputs, outputs and outcomes, and suggested performance indicators to measure each of these.
- The CACCI-Senegal project steering committee, consisting of AKADEMIYA2063, the Centre de Suivi Écologique (CSE), Senegal’s National Committee for Adaptation to Climate Change (COMNACC), and the country’s Directorate of the Environment and Listed Establishments (DEEC), held its first meeting on Dec. 1 in Dakar. The steering committee discussed next steps and updated the CACCI project roadmap for Senegal.
November 2022
- Dr. Antony Chapoto, ANAPRI’s lead for CACCI, served as a member of the Zambia delegation to COP27. In addition, USAID invited Zambia’s Minister of Green Economy and Environment, Honorable Collins Nzovu, to be one of the high-level panelists at the CACCI Global Launch, held in the NDCP Pavilion on November 14.
- CACCI-Asia was launched at COP-27 at a Tajikistan pavilion side event showcasing USAID’s support to Tajikistan as a model. The launch event included a South – South learning session where selected Asian countries shared their experiences in NDC implementation.
October 2022
- AKADEMIYA2063 has signed a project agreement with Centre de Suivi Écologique (CSE—Center for Ecological Monitoring), our main partner in Senegal.
- CACCI, in partnership with AKADEMIYA2063, launched in Senegal on October 17.
- AKADEMIYA2063 worked with the Rwanda Environmental Management Agency (REMA) to define operational procedures and connect with stakeholders, including the Environment & Climate Change Sub-Sector Working Group.
- The official launch of CACCI in Rwanda was finalized to be during the fourth week of November.
- Presentations on the CACCI approach continue with stakeholders and PRCI country partners in Nepal and India.
September 2022
- Dr. Antony Chapoto traveled to Ghana to meet with USAID-Ghana and the University of Ghana’s Institute for Statistical, Social, and Economic Research (ISSER). ISSER is a key partner in Ghana and will be central to CACCI activities in the country. USAID-Ghana is the in-country leadership team for the mission-funded Policy LINK activity on climate change. CACCI’s desire is to ensure maximum collaboration between CACCI and Policy LINK in order to produce top-quality policy and programmatic design around climate change.
- In Rwanda, an MOU between AKADEMIYA2063 and the Ministry of Environment (MOE) was signed on September 26.
- A project agreement will be signed with the Rwanda Environmental Management Authority (REMA), an agency within (MOE).
- On September 9, CACCI was launched in Zambia under the leadership of the Ministry of Green Economy and Environment.
- CACCI-Asia increased networking and outreach efforts in Southeast Asia through establishing connections with key focal points in Cambodia, Vietnam, Laos, and Thailand.
August 2022
